Where you fit in
As Government & Policy Manager, you will be our senior point person for engagements with UK Government—across ministers’ offices, senior officials in key departments, Parliament (Westminster and Holyrood), and, where relevant, diplomatic representatives. You’ll strengthen strategic relationships and coordinate interactions for the UK Country Chair, UK Director of Corporate Relations, and other senior leaders, including members of the Executive Committee.
What you’ll be doing
You’ll be part of a senior UK Corporate Relations leadership group and a close partner to Communications, Social Investment, Group Media Relations, the Country Chair team and the UK Energy Transition team—operating as one integrated function in service of the UK Country Strategy and Group priorities.
Strategic government engagement: Serve as principal interface to central government and devolved administrations; map, prioritise and manage relationships to deliver integrated outcomes
Parliamentary & political affairs: Own Shell UK’s parliamentary engagement (Westminster & Holyrood); oversee briefings, consultation responses and committee evidence preparation
Policy strategy & advocacy plans: Design and deliver multi-year, outcome-based policy and advocacy strategies aligned to Group priorities
Executive coaching & enablement: Equip business leaders with insight-led engagement strategies, ensuring ethics and compliance
Leadership & operations: Lead a team of five Government & Policy specialists; manage a healthy budget; set strategy for external government affairs and policy agency support
Transparency & compliance: Ensure robust information management and compliance with lobbying and transparency requirements
What you’ll bring
We’re looking for a senior public policy professional with a track record of shaping outcomes across complex political systems, someone who blends strategic acuity with impeccable judgement and the ability to deliver at pace.
Established relationships across Whitehall and appetite to expand a strategically important network
Strong understanding of how policy choices affect value drivers and commercial outcomes
Ideally, international relations experience and comfort advising on geopolitics relevant to an FTSE-listed, globally operated energy company
Demonstrated success leading teams and managing budgets; excellent written analysis and briefing for senior leaders
Willing to travel, mostly within the UK, and occasionally attend out-of-hours engagements
Integrated communications planning and execution in fast-moving contexts; data-driven evaluation
Outcome-based advocacy, reactive and proactive; trust-based relationships with diverse viewpoints
Best-in-class content and storytelling across platforms (digital, consultation responses etc.)
Strong track record in measurement of advocacy activities
Strategic Diligence
Deep contextual understanding of macro trends and UK policy dynamics; proactive strategy-shaping for short- and long-term priorities
Reputation & positioning instincts—mitigating risk while earning trust as a credible voice
Stakeholder orchestration across Whitehall and devolved governments; building transformative partnerships
Outcome-based planning with agile course correction; integrated measurement and evaluation
Government & Policy
Ability to maintain a live overview of international and UK geo-political priorities; translate signals into executive-ready insight
Experience shaping complex policy positions and integrating them with business strategy
Proven integrated advocacy leadership, including coaching senior leaders and ensuring ethics and compliance
Risk & Opportunity Management
Instinct for reframing policy shifts as pathways to growth and innovation; design of integrated campaigns and coalitions
Fluency in stakeholder ecosystem mapping and management; translating insight into bottom-line implications
